Yes, there are three different population "milestones" in the game that your villagers need to achieve before they require more housing. The first hut is already under construction when you start the game and you will be able to have only 7 villagers until it's completed.

As long as you have a villager trained as a builder, and their preferred skill is construction, they will initiate new huts when your village needs them.

Hah! I don't think so. Well, perhaps it's because 60% of my villagers are under 15 and untrained in anything. I love having all the kids to run around but the rest of the adults are busy foraging, planting and harvesting and fishing. I've got nearly everyone (kids too) on Construction, including 4 adults -- only a few adults on Fish/Farm. I have 25 folks and they all say they are worried about housing but have no where to go to get the skills for constructing.
