It sounds like your villagers have never completed a hut. You should let one of your builders work on that hut foundation until it's completed. Until they have more housing, you will not be able to grow your population.

You can get a lot of clues about what to do next by dragging different villagers around to see what they can do. Villagers with different skills see different things, so try some peeps with various skills and skill levels.
