That puzzle is triggered by population. Your builders will work on it after you reach a certain number of villagers and your villagers have tried to increase their population beyond that figure. Have you seen the "There's too little housing" message when you try to make babies? Do you have any villagers trained in construction? Do they have their construction skill checked?
