Master Scientists can generate more tech points than Trainees and Adepts. Also yes, advances in Science also allows for more tech points...

The only thing to do is to put your villagers at the research table! (Taking care of their health, if it becomes low, bring them to the food bin for eating) Good luck and be patient! \:\)
