It depends upon which version of the game you're playing. The PDA versions can have 20 fish per tank. The Windows and Mac versions allow 21 in each tank, since there is a seahorse in those versions (and not in the PDA versions).

No, you can have 21 fish in the tank, even if you never buy the seahorse. That's not IT! muahahahahaha
