Unless you have the right kind of Tier 4 species, you can get it only by buying it from the supply shop or by mutating another plant.

what would be the best plants to try and mutate to get citrus reptans?

mela reptans or citrus scandens (or arthurium reptans if you can get your hands on that but it is tier 4)

Since you don't already have the citrus reptan seed chances are pretty good that you also don't have any that are derived from it. Both the plants mentioned are crossbred from it.

That would mean that you would be paying a total of $3000 for a plant that is worth aound $15 ($2000 for the seed and $1000 for the mutation formula). The choice of course is up to you but personally I would just keep buying any $50 reptan seeds from the store.
