Well, I had just finished up the bath and was racking up tech points for level 3 in leadership to be able to start on the statue. I thought that maybe the master builder would draw up plans for the statue even though I hadn't to level 3 yet. That's when the problem started.
The builder drew up the plans for the bath again. I can't get these plans down to do the statue plans. It will just say "Refusing," or "These plans need to be followed first."
I know that the bath is done. I already have aromatherapy done and both puzzles show that they are completed on the puzzles screen. Help please!!!

It *is* a glitch, but it actually won't stop you from building the statue. The game messes up and draws the bath plans over the statue plans. You won't be able to take them down... because they *are* the statue plans.

Just start building the statue.

It's a graphic glitch that will be fixed in the next game update. In the meantime, you can just ignore the fact that the wrong plans are there. It will not affect your ability to complete the game.
