The soapy herb is near the hut closest to where the children jump off the cliff to do cannonballs into the water below. To the right of the front porch of that hut is where you’ll find the soapy herb. When ready to harvest it looks similar to the sweet herb, which is near the mausoleum. Prior to that it looks like part of the village background.
