Despite following the oft-given advice to

Click to reveal..
use the nursery school to teach devotion to those who don't naturally have a little bit of it to start

it does NOT work.

Click to reveal..
I have often made my elderly villagers, for whom I have painstakingly cultivated the other 5 skills, into kids again just to make this advice work and it does not.

It's just so frustrating to waste so much time and effort only to never be able to turn them into JOATs.

Or am I still doing something wrong???

Sigh

I know it sucks making devotees after there's no heathens. What I do is breed two Master Devotees, then if their kids have some devotion skill I drop them on the statue when it's able to be upgraded or polished. (They shouldn't be confused if you drop them on it. They should start building) When you move them off the statue they should be able to "honor" and gain more skill.

I'm not sure if they still happen after the end of the game but there's island events that give more devotion and heathens.
