Big Fish Version - issues with Puzzle 11 - Statues

I'm still stuck - there is no sign of the soapy herb and I'm not sure if it's because there is something I haven't yet done or a bug in the game. I've finished one collection and got all the totems (why does it still say "collect" when there are no more to get and what help are they anyway? My pop is 36)
I think I've finished the blue and yellow statues - not sure about the green because people still keep working on it if I take them there.
No sign of the crab people mention
The only progress I can see to make from here is to collect the last Fish for the other collection.
