I go to the beginning sometimes. And if I have to close out during the adoption certificate screen, I open it again to find the little people each have the same balance in the bank no matter what career. The game will randomly select a number and that will be it until I go to reset it via settings on my devices. (Kindle 10 and HP Laptop) every device does it for me.

Hi Kammi. That sounds normal under the circumstances. Earlier in VF2's release, if a player closed the game on the adoption screen, whichever peep was shown on the adoption certificate was the peep that the player got when they reopened the game, they were not able to continue scrolling through peeps. This was changed.

If you choose to start your game over from the beginning, it's best to do so when you are able to complete the adoption process, so that you get a peep with a bank account that you prefer.
