Mods for Android App?

I have Virtual Families for PC, and I was wondering if I would be able to mod the Android app like I have my PC version. I don't have a lot of experience with the Android platform, so I'm not sure if this its even possible to modify an app that isn't your own... Any advice, suggestions, or ideas?

Unfortunately for those who love to make and use mods, apps for mobile devices, such as iOS and Android devices, are packaged very differently and can't be modded like the desktop versions of the games can be.

So, does that mean android and iOS can't use mods?
