Children born after the completion of the school will have a small amount of skill in a (random) trade before they are old enough to work. That seems to mean that they will start working immediately they turn 14 rather than wander around wondering what to do.

I believe the small amount of skill depends on who the dad was and how much skill he had in various trades.
