Biggles is in Island Events in the VV games. Unless you play each game for a very long time, it's unlikely that you will see every event.

ive seen him in VV 2 3 and 4 but i don't think he was in the first

No, Biggles doesn't appear till VV2, & in each game he does something different:

In VV2 he asks to use the lab alone, if you let him you lose tech points & if you don't he goes away. In VV3 one of your peeps sees him in the lab, if you have them confront him they lose there memory & if you have them just watch he gives you tech points. In VV4 he either gives you the next level of medicine or the next level of dendrology. I haven't seen him in VV5 yet so I don't know what he does.
I think I've seen him in VF too, the event where the mysterious collector comes to the door & offers to buy all your collectables & introduces himself as "Mr. B"...

i have had all those events and with the one in vv 2 if you look at the bar that has name it will say biggles
