Please, please, please, someone tell me how to get rid of the algae from the ocean!!!! My little people won't fish and I'm running outta coconuts!!! HELP!!!

Level up the farming to 3 and get some master farmers to get 10 magical fish out of the lagoon. They'll walk to the ocean and drop them in and the algea will go away.
I know for sure because I've played the game and done this and it works, believe me.

Master Scientists and/or Master Farmers can get magic fish out of the lagoon and drop them in the ocean to clear the algae
I noticed you didn't mention crops in your post. If you haven't solved the puzzle for that yet you should do so ASAP! It is much less expensive than trying to get level 3 Farming.
